There is an increasing awareness amongst donors, partner governments, and communities of the need to develop holistic resource and environmental management processes to optimise opportunities for broad based growth, while sustaining healthy ecosystems and long term productivity of natural resources. It is widely recognised that the rural poor rely on agriculture, forestry, fishing, and seasonal forest product harvesting as important income and livelihood sources. However, access to these options is diminishing and reliance on these income sources alone will not lift people from poverty.

The long term challenges facing rural populations, governments and donors include achieving food security, sustaining agricultural, fishery and forestry production and productivity, maintaining long term health of ecosystems, and facilitating opportunities for the rural poor to diversify their income opportunities.

To achieve this sound governance processes and holistic management practices will need to be developed and widely adopted.
