Access to education is generally recognised as a basic human right. In an open and equitable society access to education provides information, develops skills, improves and develops knowledge, and promotes opportunities for social empowerment. Education can encourage confidence in individuals to take greater ownership of decisions in the process of economic development.

Donors, non government organisations and partner governments recognise the importance of better quality, cost effective, and community focused education services in poverty alleviation and broad based growth. This also addresses one of the key Millennium Development Goals.
