May Blanco

May Amparo V. Blanco

Provincial Project Officer

for Bohol for the Focused Community Assistance Scheme

Philippines-Australia Community Assistance Program

May has demonstrated an unwavering commitment to her role as a Provincial Project Officer on the Philippines-Australia Community Assistance Program (PACAP).

Stakeholder participation is a key ingredient to the success of any development activity, and May’s ability to involve diverse stakeholders in PACAP’s Focused Community Assistance Scheme (FOCAS) in Bohol Province has been recognised as directly contributing to poverty alleviation in Bohol in recent years.

A local Boholano, May has drawn on her personal connections and experience in the development field to mobilise NGOs, communities, government and private sector agencies to join forces on a range of project activities.

Key to May’s success in bringing stakeholders together is her recognition of the importance of clear, consultative communications. May has developed solid relationships with local partners by working with them to understand and address local issues.

May is recognised for going above and beyond the requirements of her Project Officer role, drawing on her development experience to advocate a range of initiatives, including human rights and sustainable agriculture.  She actively encourages the participation of women in FOCAS activities and decision-making and has ensured that community members, particularly farmers, are represented on FOCAS Management Committees.

In addition to promoting stakeholder participation, May has encouraged the establishment of sound human resource and financial management systems to ensure the efficient implementation of PACAP activities in Bohol.

More fortunate than many, May has studied abroad and travelled extensively throughout her career, yet she has chosen to return and work in her native Bohol Province. It is in Bohol that she sees she can make the biggest difference to the lives of those less fortunate, and her decision to return home is reaping benefits both for the project and its partners.
