Practice Change Planning Framework
This presents a cycle of key questions for a regional NRM organisation to consider when planning their investment in NRM practice change. It focuses on the people element of change – understanding the key stakeholders and designing, implementing and adapting programs that can be most effective in fostering change. It may be used on its own, built into your existing planning processes or used together with program logic. This framework is being developed, tested and refined through this project.
NRM Program Logic
Program logic is a valuable, widely used tool both for planning and for monitoring and evaluation. This fact sheet outlines a program logic tailored for NRM. Regional NRM bodies have found it particularly relevent for programs that involve NRM practice change. The fact sheet outlines the framework, steps in developing a program logic and links with the NRM practice change planning framework. A template is also available in word format.
NRM Practice Change Planning Process
This process provides a step-wise approach to planning for practice change in programs or projects within a regional NRM context. It uses both the practice change planning framework and program logic to draw on team knowledge and new work to ensure that the ‘people’ elements of change are carefully considered.
Community Engagement in NRM
This tool can be used at any stage where engagement with the community is sought such as in developing regional plans, planning the start or implementation of a new program or project. It has four parts:
1. Stocktake of existing approaches;
2. Clarifying the purpose and context for community engagement;
3. Understanding stakeholders and participation; and
4. Planning community engagement.
Strategic Review
This tool is designed for reflective review of past investments.
It presents a matrix to consider and document the planning processes used and the outcomes achieved as they relate to each question in the NRM Practice Change Planning Framework.
Understanding Your Stakeholders
A stakeholder profile can be used to undertaken to describe in detail the characterisitics of each stakeholder group. Gaining a good understanding of your stakeholders can help you to improve the relevance and appeal of programs you design as well as to manage expectations and pressures.
A first step is to identify who your stakeholders are and to group these according to relevant segments. The fact sheet Stakeholder Identification & Segmentation provides a process for doing this. It suggests that most broadly, stakeholders of regional NRM bodies can be considered in terms of "Investors", "Resource Managers", "Policy Influencers" and "Partners" with further segmentation in each of these sectors appropriate.
Once you have a list of stakeholders, it is then helpful assess the attitudes and influence of these stakeholders. This can help in understanding the influences of stakeholder group and the affects this may have. An editable version of the template is available for this tool.
Some stakeholders have a direct influence on budget decisions and this can be mapped using the tool Influence Mapping: Budget.
Understanding of stakeholders can be further assisted through completing a Social and Economic Profile.
Supporting Regional NRM Implementation Groups
This guide provides an outline of some of the different types of groups that regional NRM bodies work with, some strategies for supporting them, the benefits and risks of these strategies and some key challenges that may be faced. An indication of the costs involved is also included. It is based on input from Fitzroy Basin Association, Desert Channels Queensland, South Coast NRM and NRM North.
